Apparently there is a huge problem with **** font rendering in Windows 8. Text appears very blurry. Programs affected by the new rendering are: Internet Explorer 10, the modern interface (start screen), Office 2013 and other 3rd party applications that rely on this rendering technology. There is no way to fix this problem, unless Microsoft recognizes it.

You are right, But why microsoft fix that issue ? Because of that i install grafic cards many times, then
I fixed this problem switching the option "Make text and other items larger or smaller".
First I changed to 125% and applied, then I moved back to 100% and the problem is gone.
BUT THE REAL PROBLEM İS THAT I WANT TO USE MY COMPUTER WITH LARGER TEXT. If i change to
150%, some text is blurry, if i change to %100, every text is very very small...
So i decided to buy retina mac pro...
It did indeed solve most of it. Especially in Outlook 2013, but not completely in Internet Explorer 11. Text still looks kind of compressed in IE but better than before setting the "Let me choose one scaling level for all my displays".

Basically you go to Display settings and check the
"Let me choose one scaling level for all my displays"
