this really worked for me. Thanks. Now I need to find out how to get my CD/DVD drive to come back after Windows 10.   I want to see if I can find a solution before I decide to go back to Window 7.

I was having this issue on a laptop with a video card that doesn't have a Windows 10 version on the MAD website yet. I solved the problem by uninstalling all versions of AMC Catalyst Control Center, reboot, go into device manager and uninstall the current display driver that was installed, reinstall AMD Catalyst Control Center but instead of installing the windows 10 beta version they had for my card (AMD Mobility Radeon HD 4200 series), I installed the windows 8x4 bit version. After the install I rebooted and it reinstalled drivers and the problem was fixed. No more runtime error message when unplugging the power or changing the power plan to make the screen brighter.

 To solve this issue, simply you have to open the AMD App and navigate to Power then  untick the Vari-Bright option.

How do you find it to delete it cause i tried and i havent found it anywhere

I just had this issue too with Windows 10. I didn't have any ATI software left to uninstall. I found the ATIBTMON.EXE I believe in the \Windows directory. If not check the \Windows\System32. I renamed it to _ATIBTMON.EXE, essentially deleting it from the system. After rebooting no more C++ error at boot.
