For me a way to solve the problem was to go into the CCC, into Power/PowerPlay(tm) and uncheck the "Enable Vari-Bright(tm)".

After clicking apply, there was no more error message when I plugged or unplugged my laptop.

I don't event have CCC installed anymore. I think I need to find a way to delete everything that was left after I uninstalled CCC.

I also have the same problem, however I have both windows 7 and 8 installed on 2 separate partitions on my laptop.

I ended uninstalling catalyst control manager and all the cr*p that comes with it on both OS. I stopped getting that error when I uninstalled catalyst.

However my problem now is that if I boot into windows 7 ,shut down and boot windows 8 again. I get that error.

I then managed to fix it again my uninstalling the default graphics driver from device manager. When I do that the screen resolution changes to 1024 by 768, I have to reboot W8 and it fixes itself and I am back to 1366 by 768. Then no more error until I boot into W7 ,shut down and boot W8 again.

Very annoying.

I have the same problem too.  This is due to ATI's Brightness Monitor which is part of the current Catalyst drivers.  At this point, as of November 2012, ATI & AMD have not acknowledged that this error exists, and no fix is available other than uninstalling your ATI Video drivers, which of course is not an option, so we will have to deal with this annoyance until ATI addresses the error in the next driver update.
