My Action Center tray icon is missing for a while and even after I right click and click properties on the tray, I can't turn it back on since it's grayed out. I tried methods of editing the registry, but no luck.

I also noticed that when "HideSCAHealth"=dword:00000001 is set, there's an information box above the list of System Icons, indicating "Some settings are managed by your system administrator."
When I set "HideSCAHealth"=dword:00000000 and restart explorer.exe, the information box is no longer there, but Action Center is still off and greyed out.

Tried with gpedit, but whatever I select, the action center option stays greyed out! I have Windows 7 Ultimate.
I checked my computer this morning and noticed that my Action Center behavior was off and greyed out; my "Remove the Action Center icon" policy was set to "Not Configured". Using gpedit.msc, it seems I need to set the "Remove the Action Center icon" policy to enabled (apply) then disabled (apply), before my Action Center behavior will return to on and not greyed out.
This behavior seems very strange.
Now after a restart, my action center behavior was back to off and greyed out, but then it appeared in the notification area, and I went back to check the action center behavior which was now on and not greyed out.
Feels like a delayed service start...
I got a virus too, I tried all the above stuff but it doesn't work. I tried restoring the defaults, the fix from Microsoft, deleting the registry keys I haven't got, running gpedit.msc which I haven't got too, running a specific program, I'm going to give up...! How many steps and I still haven't got it fixed, it's strange, the tray icon doesn't seem to be a very complex tool...!
EDIT I also tried a procedure on MS site to restore the Action Center but some requested files were unavailable, maybe the virus damaged my PC a lot. It works now, but I can't see the notifications which are very useful. It's very uncomfortable to have to reinstall everything rather than restoring a single service. Moreover, I was able to restore the Windows Update service by a third-party utility, whereas Fix It didn't work.
