My Action Center tray icon is missing for a while and even after I right click and click properties on the tray, I can't turn it back on since it's grayed out. I tried methods of editing the registry, but no luck.

If you have a Windows 7 disc, you can perform an InPlace Upgrade. This process will reinstall your current Windows installation without effecting your personal data and installed programs.
**NOTE: It is good practice to make sure you have a recent backup of your personal data and have a way to reinstall your software before completing major troubleshooting steps.
The last resort huh? But then I would have to reinstall all of my programs and I have a lot.
Right click on the Start button, select Properties, Taskbar tab, Notication area -Customise button. At the bottom of the page is "Always show all icon and notifications on the taskbar". Uncheck the box before this item. Further up the page is a built in window with a scroll bar on the right. Use the scroll bar to check for a hidden Action Center. The selection for Action Center should be set to "Show icon and notifications". If a different option has been selected, change it and recheck the box before "Always show all icon and notifications on the taskbar".
Now click on "Turn system icons on or off". Use the scroll bar on the right of the windows to see if Action Center has been hidden and check that it is turned On. If not On then turn it On and click on OK and Apply. Restart your Computer.
The Action Center flag can take a little time to appear in the tray, so do not immediately assume it has not worked if it is not there when the reboot has completed.
Action Center is missing from the Customize button menu even after the "Always show all icon and notifications on the taskbar" is unchecked.
As for the "Turn system icons on or off" section, the Action Center is grayed out for the on or off option.
Your could have Action Center disabled through Group Policy Settings.
