Why is my Action Center tray icon missing?

My Action Center tray icon is missing for a while and even after I right click and click properties on the tray, I can't turn it back on since it's grayed out. I tried methods of editing the registry, but no luck.

    Do you have this file?

    actioncenter.dll, version 6.1.7601.17514 size 762.50 KB (780,800 bytes), dated 23.2.11 and located at c:\windows\system32\actioncenter.dll

    I do have that file.

    Your version of Windows 7 rules out using Group Policy Editor.

    Does your Registry contain this entry?

    HKLM\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\POLICIES\EXPLORER

    HIDESCAHEALTH=DWORD:00000001

    You can access the Registry by selecting Start, Run, type regedit and press the ENTER key. Do not try modifying the registry. All we want to know at this time is whether this bit "HIDESCAHEALTH=DWORD:00000001" is there?

    No it is not there.
