What does the error code c101b000 represent?

I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

    This is a error on yr Microsoft account.. go and check yr Microsoft account details are correct.. and check also your date of birth.. then u try..

    Suppose they are NOT doing anything. They have the best techs in the world. Why so long. They are running down the clock on win 8.1 users. This is pretty typical of MS
