I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

I had the same error code. Connecting to wifi solved the problem.
But i am connected to wifi all the time at home!
Issue resolved 11/14/2016 6pm PST (USA). I am able to update/install apps via Wifi and LTE again.
Using MSFT Lumia 640 LTE T-Mobile Edition Windows Phone 8.1 update 2 (Denim).
It's customer support issues like this that make it painfully obvious why Microsoft has lost customers to competitors in the Mobile industry. Can you imagine if Google Play App store was down or Apple iPhone App store was down? It would be all over the tech news.
Meanwhile, Microsoft says absolutely NOTHING. Say nothing & get nothing in return: no new phone sales, no new phone customers, and no positive feedback.
Of important note, my other Lumia 635 on Windows Mobile 10586 installed/updated Apps Store apps just fine so this was isolated to Windows Phone 8.1 App Store in US.
Thank goodness it's fixed whatever they did!
