What does the error code c101b000 represent?

I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

    The issue is fixed, today morning apps can be downloaded and installed.

    Turn off automatic updating of date and time. Set to store apps and downloads to your phone, not SD card. That should solve the problem

    Looks as though the problem is fixed, likely something related to the service.  Two Windows 8.1 phones with apps that were stuck have updated successfully.

    Same type of answer from help desk in Greece at 17:00 10/10/2016.

    Finally installed at 04:00 11/10/2016.

    Seems like they fixed it.
