Well, I AM my help desk as this is my personal laptop. I'm not sure what I did to have this get set up somewhere, the only things I've ever messed with were the OEM Background picture when logging on and to disable the autorun features to prevent installation of malware from infected usb drives that I interact with on campus frequently giving me enough time to scan them before activating them.

I tried going back into the registry and setting the policy for autorun to be unconfigured again as it was default and it didn't fix the problem.

I get that error message when using various MS Office products, 2010 and 2013, when trying to go to an external link in a document/program or when trying to hyperlink within a document (e.g. Table of Contents --> Page 23...) But I know it isn't specifically office, or at least I think.

Thoughts on what I can do?

    Trying all the above failed on a 64 bit windows 7 Installed on a corporate machine on a domain.

    The easiest fix was to install google Chrome, set it to default, then setting Internet Explorer back to default. This resolved the issue.

    I then uninstalled Google Chrome since the user did not use it, and all told it took about 2 minutes.

    Never installed, nor had Chrome, yet some Corporate policy for my business of myself ... i can't click on a link (unless done from browser).

    where are the policies to which this statement refers?  I never wrote, nor had opportunity to review some default policy for a corporate. 

    Any quick fix?  Thank you all so very much for your time and any direction you may offer.

    Next is just rant - ignore if not up to it:  this laptop (5/14) Windows 8 & 8.1; it's a deep breath moment every morning opening  laptop.  9 Months old, and twice, I've wiped clean to factory settings and set up ... Windows has become less secure and so much more bulky.  The ultimate time bandit.  Just can't use my own computer without something, every day,  getting in the way.  I google an error dialog more in 9 months than ever before (which is how I got here);   Windows 8/8.1 - bulky, unintuitive, can't get out of it's own way, nor out of my way.

    This did not fix my problem. 

    A support page tells me to download a FixIt solution 50388 and execute it.  Using the FixIt, I get an error message 2738. 

    How can I fix this problem?
