The "Answer" by the Microsoft engaged Support Engineer "expert" is impossible to be the answer for reasons stated later. That impossible to work reply was marked as the "Answer" by another Microsoft engaged "expert".
Suggesting sfc /scannow as a fix is akin to saying "I have no idea what the problem is or how to fix it".
You have to understand how MS Answers works... When one Microsoft engaged "expert" makes a reply. if the topic goes idle for 5-10 days (6 days in this case), another Microsoft engaged "expert" will mark that reply as the "Answer" even if it is impossible
to be the answer. The reply doesn't have to work, it doesn't have to be right, it doesn't have to be tested, it doesn't have to make sense, it doesn't even have to be close - it IS the "Answer".
On my OneDrive is a copy of two msvcp100.dll files - one from an XP system and one from a Windows 7 system although they appear to be the same (and they could be). I don't have any Windows 10 system so can't recreate the problem.
If it is your desire you can download those files one at a time, put them in your %windir%\system32 folder and maybe it will resolve the issue. If the XP one doesn't work, maybe the Windows 7 one will work.

After downloading rename the file:
rename msvcp100_for_XP.dll msvcp100.dll
Put it in your windows\system32 folder.
