I uninstalled the Bing Desktop, but when I shut down the computer and it came back up, it was still there. How can I get rid of it completely?

Bing desktop was released through the windows update system,
Which is where you can Uninstall the update from,
Go to Uninstall a program or Programs and features,
On the top left click on View installed updates,
Scroll the list, it might take a minute or two to completely load all of the updates.
Right click it and click on Uninstall, it should be listed as, Bing desktop search.
P.S.
Change how you receive windows Recommended updates so when you uninstall it, it will not reload.

The Bing Tool bar verges on the definition of malware. I run windows 8.1 and I can't get the damn thing out of my browser (Chrome). Microsoft is simply wrong to cram their offensive software down the throats of its operating system customers.
Wasn't there a law suit (Netscape) that dealt with this sort of issue? Perhaps another might be in order. In the interim, how do I get this malicious Microsoft drivel off my hard drive?

I completely concur. Microsoft has again overstepped the division between vendors of a computer system OS and the vendors of application programs. When they bundle application malware with Operating System updates the seem to be flaunting the letter as well as the spirit of established case law (Netscape et al.)
Yes I have done this a 1000 times but it keeps getting installed. I was hoping there was a way of writing a command to prevent Bing from ever being installed again.
