the same problem i did everything that you guys did but nothing helped. maybe because i have 64bit system. i dont know but non of this three shitty sites help if somebody knows what to do heeeeeeeeeeeelp!!!

Hi, I'm here today because I have some problems with Games for Windows Live, or GFWL. I used it for many games, including Arkham Asylum, in which GFWL works fine, but when I try to open up GFWL in Arkham city pressing home, nothing happens. I reinstalled GFWL, updated it, and did all sorts of things, but nothing seems to be working. Any fixes? (Basically, I'm saying that even with GFWL installed, GFWL does not pop up in Arkham City even when I press home button and the "LIVE" button in-game.) Thanks in advance.

I was having the exact same issues and spent around 6 hours trouble shooting.
My info: Windows 8 (64 bit), Batman: Arkham City retail version (not steam), first (and now only...) game with GFWL
What worked for others but not me:
-re-installing GFWL
-changing the compatibility of GFWL to Windows 7
-re-installing the game
This is what eventually helped:
-turning off Physx in the settings before launching
This let me sign into my Windows Live account and keep a saved game. However I wanted didn't want to play with the Physx off so I eventually found this fix:

"To fix the LIVE popup problem, just copy the following files to "Windows\System32".
xlive.dll, xlive.dll (Security Catalogue), xlivefnt.dll, xliveinstall.dll, xliveinstallhost.exe.
The files are in: "Windows\SysWOW64.
Hope this helps.
Arkham City runs in 32bit mode so won't find the the .dll's in SysWOW64 folder."
This worked for me and now I can play and save games with Physx running.
