How do I create new folders or delete folders that I don’t want in my Mail app?

The Mail app shows the folders that are configured with each mail account. If you need to create, rename, or delete a folder, sign in to the web service for your account, such as Hotmail, and make the changes there. Any changes you make to folders through your accounts’ web interface will be automatically reflected in Mail the next time you sync the account.
Having moved to Mac over 5 years ago, I only found this out today when trying to create some local folders in Mail on my girlfriend's laptop so she can store emails on her machine.
This is absolutely shocking. I don't understand how an enormous firm like Microsoft can be going backwards in terms of OS, Windows 8 is terrible in mine and many others I've spoke to opinions. I think Microsoft tried too hard and focused way too much on trying to be "cool" and now they suck. I know loads of people that have moved from Windows to Mac following the Windows 8 release

But how do I delete the folders that I have once created in my Hotmail inbox? How do I manage them? Pls give a step by step instruction, this is unbelievable that there is no clear intuitive way do it! I am thinking of shutting this whole thing down and using any other competitor...
