How do I create new folders or delete folders that I don’t want in my Mail app?

The Mail app shows the folders that are configured with each mail account. If you need to create, rename, or delete a folder, sign in to the web service for your account, such as Hotmail, and make the changes there. Any changes you make to folders through your accounts’ web interface will be automatically reflected in Mail the next time you sync the account.

If you have Windows Live Mail 2012, you should see this in the ribbon:

I don't know about earlier versions, but I'm led to believe that the facility is there in them.

Dear TikiriT,

In my Windows 10 Mail, I have a Sync this view option next to the search option that I click on to sync.

I have been able to add folders in Windows 10 mail using this procedure.

1. Choose the email account for which you want to add a folder.

2. Click on Folders to expand the list of current folders.

3. At the top of the folders list are the works "All Folders". Right click on "All Folders".

A message box will open saying "Create new folder". Click on those words and a text box will open.

Enter the name of a new folder.
