How do I create new folders or delete folders that I don’t want in my Mail app?

The Mail app shows the folders that are configured with each mail account. If you need to create, rename, or delete a folder, sign in to the web service for your account, such as Hotmail, and make the changes there. Any changes you make to folders through your accounts’ web interface will be automatically reflected in Mail the next time you sync the account.

If you have Windows 10 you can do it by selecting (more) and the + sign next to (all folders) to add and to delete a folder just right click the folder you want delete.
I to find it incredible that you have to return to the Web app to add or delete folders. I would have thought that this app would have all the functionality of Windows Live Mail.
One other function that I would really like to see is the ability to specify another EMail address to appear when I send a message. I have an ISP that I have an EMail address from and I would like to use that address to appear when I send a message. In Windows Live Mail I can do this and on my Blackberry Tablet I can do this surely Microsoft can provide this ability.

not a patch on Windows 7
I use the email provided by the cable company that is my internet provider and this suggestion did not work. I have restarted mail, synced mail - no go. I then restarted the compute, opened mail, synced again - still no folders. Any other suggestions?
I don't think you can create new folders in a POP 3 account.
