svchost.exe constantly downloading stuff eating up my limited bandwidth

Hello everyone, I am running Windows 7 and recently I've been having this problem with svchost.exe and I hope someone on here could help me fix it. The problem is that my computer out of no where just starts downloading stuff (I don't know what it is downloading), I have a bandwidth monitor (BitMeter) and have noticed these constant downloads. So I started researching using the internet and a little program called TCPView and found out that the downloads are being caused by a program (don't know which one) using svchost.exe. Using TCPView I am able to end the process, with that said using the task manager these processes are not visible or accessible so my only chance to stop it is to use another TCP or process viewer. Also when I stop it it is only temporary because it starts up again after a few minutes.

I ran the (tasklist /svc /fi "imagename eq svchost.exe") command and found a few inconsistance with the downloading running and without (after I stopped it) and found with it running/downloading Appinfo, BITS, and Wuauserv are being used I don't know what program is using this service, hope that helps. I can't afford to keep it running because I have a limited amount of bandwidth I tried a few things such as HiJackThis, Norton Internet Security, Avast Anti Virus, Windows Defender just to mention a few I even restored my PC to the way it was when I first bought it and neither of them fixed my problem. Help Please

Excuse my english/grammer I am a bit frustrated now trying to keep this thing at bay, thanks in advance for all your help

Its occur mostly because of BITS(Background Intelligent Transfer Service)

Stop this service.

Go to Control Panel - Administrative Tools - Services - search for BITS and Stop the service by right clicking on it then click on stop. Also in the properties of this service select manual or disable.

You can enable it to update ur windows anytime whnevr u hv an idle connction.

That's good that you found the gulprit.

How did you determine or narrow it down to the IP Helper Service?

The IP Helper Service comes set to Automatically start but can be disabled if you don't need IPv6 Tunnel Translation but unless something else is wrong it normally shouldn't cause a problem.

Did you disable the Service and are you going to just leave it that way?

    What is the final resolution?

It sounds like your Windows Update is afflicted and you are not really fixing the problem but are fixing the symptom of the problem by manipulating Windows Services and you shouldn't have to do that...  if you fix the Windows Update process which had been afflicted for quite some time - but it has been figured out.

Start here to be sure you have the latest parts and pieces for your Windows Update process:

Windows Update Problems?  Read this first.

Then here is a little thing I am working on to help understand what is going on with all those svchost.exe Processes you see in Task Manager:

Fixing the problem and fixing the symptom of the problem are not the same thing.

You will see many svchost.exe Processes running in Task Manager and under each of those will be one or more important Windows Services.   It is normal to see several svchost.exe Processes running in Task Manager and that does not mean there is a problem.  Important Windows Services run under each svchost.exe Process you see.  There might be 6 or 8 or 10 svchost.exe Process running...  it depends on how the system is configured.

When you see a svchost.exe process consuming too much CPU the problem is (usually) not with the svchost.exe Process itself - the problem is what is running under that svchost.exe Process and you can figure out what that is in several ways.

It is alleged that sometimes malicious software can disguise itself as a svchost.exe Process and show up in Task Manager so assuming your system is not afflicted with malicious software you can figure out what is going on.

The Windows Update Service runs under one of the many svchost.exe Processes you see in Task Manager.

You can notice the PID column of the afflicted svchost.exe Service in Task Manager, right click the afflicted Process and choose Services (Process ID PID 1044 is running amok in this bad example):

Then in the Services Tab, click the PID column to sort by PID and you can see all the important Windows Services that are running under that svchost.exe process.

if you see wuauserv.exe (Windows Automatic Update Service) running under the afflicted svcshost PID the Windows Update Service is likely the problem so you need to fix it:

Now visit this discussion to fix your afflicted Windows Update process:

Whenever I want to use my computer without it downloading a bunch of updates (I have a slow connection) I go into Services, find BITS (Background Intelligent...), Delivery Optimization, and Windows Update; I double-click WU and set it from "Automatic" to "Disabled," close the prompt then right-click and Stop. Sometimes I need to do this to all three services, but then my NetSpeedMonitor on my taskbar shows 0.00 Up and 0.00 Down! Just be warned you need to turn WU back on to get vital updates or to use the Windows Store.
