So, found the root cause of my particular problem. For some reason, the Security Packages that Microsoft Accounts use were not registered on my brand new (okay, refurbished) Lenovo laptop.  For the record, that's really, really unexpected, and I bet a re-install from shiny media, or a reset on a machine whose reference image is good, would fix this.  Oh, well, that's not an option for everyone.

Still, I've experienced this on two separate Lenovo laptops within a month, so there's probably something in common there.  Maybe the Windows image Lenovo customized got corrupted, maybe it's the AV trial s/w that comes with it is removing the regkeys, who knows?

Anyway, I just added "pku2u" and "livessp" to the Security Packages REG_MULTI_SZ key under regkey HKLM\System\CurrentControlSet\Control\Lsa. 

Immediately, I was able to add Microsoft Accounts. :)

(If you already have pku2u and livessp in the list of Security Packages, of course, then this isn't your problem, and just move on. ;)

CAUTION: Don't remove *anything* from the existing list in this key, and type very, very carefully.  If you really blow it when you edit this key, you can probably brick your PC, since the Local Security Authority (LSA) is core to the system.  There's a reason Microsoft tells you not to monkey with the registry.  You've been warned. ;)

Would be great if Microsoft could provide a Fix-It script that could safely fix this and eliminate the human factor of typing in regedit...

In the meantime, if you are comfortable with regedit, this might be something to check if you hit this problem.

    Same problem. It's been almost 2 weeks and still no solution from Microsoft.

    I have sort of the same problem. I created my account on Windows 8 yesterday (the same account I'm using here) and today, when I was restarting for some updates, I suddenly couldn't login anymore! It said the password was wrong. It told me I could change the password at some page on live.com, so I did, tried to login with the new password but that didn't work either (I tried both with connection and without connection, and also tried to onscreen keyboard.

    The sad thing was that this account for Windows 8 was the only account on it, and now I was unable to login on Windows 8 at all!!!!!!!!!!!! So I was ****.

    Anyway, I did a strange workaround I found on youtube by adding a new Administrator via cmd, so I could login again. Then I deleted my old user account. But now, when I try to add it again it won't work. And my other two accounts won't add either.

    I am getting the exact same message.  On a brand new PC, first time setup, I tried to use a Microsoft account and was told that there was a problem using a Microsoft account, but that I could login with a local account and then change it into a Microsoft account.  Once I tried to do this change, is when I get this message.  I've tried three different Microsoft accounts...same problem.  I can login to Hotmail with the username/password for these accounts just fine, so it's not the accounts.  Further, once I login to the PC with a local account, I can sign into Xbox music, Xbox games, etc. with that Microsoft account, so it would appear that the account is fine.

    None of the information in any of the links you provided resolved this issue unfortunately.  The OS and/or Microsoft account service code is throwing this error code for a reason.  What is happening that is causing it to throw it?  If I can't resolve this pretty quick, back to the store the PC goes.

    Sorry to hear that you’re unable to add a new user account on Windows 8. Let me ask you couple of questions before we begin.

    ·         Are you creating a Local account or Microsoft account?

    ·         Have you made any changes to the computer prior to this issue?

    If you’re trying to add Microsoft account, I would suggest you to try adding using a different Windows Live ID and then check.
