I HAVE THE SOLUTION!

Go to Control Panel/System and Security/Action Center

There is a title: "Review recent messages and resolve problems"

Under that I had three warnings. Than I turned everything on.

After that I was able to install .net 3.5 without the 0x800f0922 error code.

Use the

Control Panel | Programs and Features | Turn Windows features on or off.

solution.

I hope it works for everyone with this.

I had the same issue but updating the Group Policy Setting under administrative tab helped...

Refer to Method 2: Configure the Group Policy setting in .. https://support.microsoft.com/en-us/kb/2734782/

Hope someone can save some time..

Error codes when you try to install the .NET Framework 3.5 in Windows 8...

    http://support.microsoft.com/kb/2734782

In Win8, .NET Framework 3.5.1 is installed but not enabled. If all is well with your computer and it's connected to the internet [**<=IMPORTANT!**], you can enable (turn on) .NET Framework 3.5.1 via
**Control Panel | Programs and Features | Turn Windows features on or off**.

NOTE: If you upgraded to Win8 Final (i.e., from Win7 and/or Win8 Release Preview) & find that you cannot enable .NET Framework 3.5.1, you may have a "horked" install of Win8 - in which case you can try running a Refresh or a Reset.
