I was on my computer when I got a BSOD on Windows 8 -- It restarted and when it's booting my keyboard lights up, and my mouse. Once I get to the welcome screen both turn off and stop working. I've enabled USB Legacy support in the BIOS and I've also tried every one of my USB ports. I do not have a PS2 port so that is not an option. I've tried doing Shift + F8 during boot to get to the recovery console and no luck there either. This is really frustrating.

Kb is wired, mouse is wireless. Tried removing one and then the other but no change.
Well it just so happens my win 8 disc came this morning 😊
I can confirm that with the disc I can get into safe mode, so where should I start looking?
I know of event viewer and where to find it but I haven't really used it so not sure where I should be looking

What kind of KB? If wireless sounds like you should try changing the batteries. <eg>
Do you have a recovery disc? You should be able to boot from it and then get into your safe mode boot that way.
I am too having similar issues and here is everything I have tried.
First did a fresh install of windows 8 and then made a drive image using Norton ghost - everything working fine so far.
2 days later the kb and mouse no longer work at log in so I have no choice but to restore the image. Now everything works. Install a few apps and a few days later the problem comes back again. This time around I restored the image and added safe mode to the boot options so on start up every time I an choose normal mode or safe mode.
woke this morning and pc worked fine. Come back from work, turn pc on and problem returned. Now I think ha! I have safe mode.... er no, keyboard and mouse don't work to allow me go select it and so after 10 seconds it boots to normal windows.

We are not in a bios screen. There's that screen that pops up then you press a key to log in...
That means you don't have a boot selection screen. So try using this workaround to have one.
Sorry, I thought I had included that link before. All these different W8 boot problems are getting confusing to keep track of. ; )

When we press a key nothing happens becuase when we had plugged in our xbox 360 controller it disabled all of our input devices permanently. Even after removing our xbox 360 controller and repairing, troubleshooting, or otherwise restoring our system short of a full reinstall we still cant us any of the devices.
