Windows 8 Login Screen - Mouse/Keyboard Stop Working

I was on my computer when I got a BSOD on Windows 8 -- It restarted and when it's booting my keyboard lights up, and my mouse. Once I get to the welcome screen both turn off and stop working. I've enabled USB Legacy support in the BIOS and I've also tried every one of my USB ports. I do not have a PS2 port so that is not an option. I've tried doing Shift + F8 during boot to get to the recovery console and no luck there either. This is really frustrating.

    Doesn't sound like it to me and that is not what I was responding to.   I was only responding to the erroneous idea that I quoted.

    Your example sounds like they are in a BIOS setup screen.   What are they doing in there?   Maybe that would be a consequence of using Shift-F8 too soon?   Why not boot?   If there is no boot selection screen, try the workaround that I linked to.

    Pressing the ‘Windows + C’ key does not get me in safe mode. I've tried before the BIOS setting, during, after, just before the "date screen" ... very, very bad.

    PS: Add another user to the list that have this problem - this is costing my business money.

    Dell XPS Studio 13, stock touchpad mouse.

    One with samsung ssd, one w/ intel 520 ssd.. Both running x64 win6 from x64 win7, both locking up (keyboard/mouse). Notice issue primarily in IE when arrow/scrolling down.

    I've tried doing Shift + F8 during boot to get to the recovery console and no luck there either.

    That procedure is obsolete.   The new procedure (in the login screen) is to Tab to the Shutdown button and then press End (to get to the Restart button) and then press Shift-  (to select the hidden Advanced Restart) and then press Spacebar to action the chosen command.

    However, if you have a boot selection menu you may have it easier, because there is a unobvious button (flat text) at the bottom of that screen which will get you into the Advanced Restart too.
