The error also means that there isn't enought power in the USB port where the device is plugged-in. I would suggest connecting the device to another USB port or use a USB hub that supplies it’s own power.

THE USB DEVICS HAS EXCEEDED THE POWER LIMITS OF ITS HUB....POWER SURGE....this is what the error message that was displayed everytime i put my pendrive...so i did something ,the error message stopped but cant use any pendrive...
when i put a pendrive,getting notifications at some ports...but explorer not opening the device..:(:(..Please help

What I had to do was uninstall all USB controllers, restart my computer and then go back to Device Manager and set all my Generic USB ports and USB Root Hub controllers to disallow the computer to turn off the devices to save power by unchecking all four boxes so the message should not appear again. You can complete the latter step by right clicking on all the Generic USB ports and USB Root Hub ports, clicking on properties, clicking on the Power Management tab, and unchecking the box that says "allow this computer to turn off the device to save power". Please note that you will have to uncheck the box for each Generic USB Hub and USB Root Hub port individually to ensure that the message does not return. You may also go to Regedit and follow this path: HKEY_Local_Machine/System/CurrentControlSet/Services/USBCCGP+USBHUB. Under both USBCCGP and USBHUB: Right click and click on New, on the new menu click on DWORD and a New Value field should appear. Now type in this new value field: DisableSelectiveSuspend and hit enter. Finally, click on the newly created DisableSelectiveSuspend field and click Modify; in the Value data box type 1 and press okay. Complete all steps for both USBCCGP and USBHUB.

2014-01-10T19:32:32+00:00 I have been having the same problem in WINDOWS 7 running on a Lenovo 530.
Here are my observations when I try to connect my Samsung smartphone.
- If the micro USB cable (mini-B to standard USB) is already connect to the USB port on the laptop and I connect the phone by plugging into the mini USB port on the phone, I almost always get the power surge error.
- If I plug the cable into the phone first and then the computer, I do not get the error.
- If in case #2 I move the phone, I often get the error.
- If I strap the cable in case #2 (ie. tape the cable to the phone case so the end of the cable in the mini USB port does move) I do not get the error.
The conclusion is this error is very sensitive to movement of the cable. There is probably a transient short (or similar event) causing the power surge. This is consistent with what I have read that the phone should be off when connecting the usb cable.
Bascially the mini (and IMHO the micro too) is a bad design and simply not very stable. If these cable could "snap" into place we would be better off.
The solution is a) typically to reboot the machine or b) wait (the port may reset itself). What I have done, is go to Device Manager and uninstall the driver for the USB port in question (this may be trial and error), and tell Device Manager to find new hardware. This will cause the driver to be reinstalled (and reloaded) which will solve the power surge. You could also disable and re-enable the driver, but that has some risk (ie. you may need to reboot).
If you are using a USB mouse, and if you do not know which USB device your mouse is connected to, you may disconnect your mouse when you disable or remove the driver. If you remove the driver (rather than disabling it), it is pretty easy to use the control-A ("A" to get to the action tab in device manager) and use your cursor keys to select "Scan for Hardware Changes". When the driver is reloaded your mouse will start working again.
