“Error code: c945000e Sorry, Movie Maker can't start …” when I start Movie Maker

I see this discussion is several years old but I only started having this problem today, March 30, 2015.  I was using WinEssentials 11 and upgraded to v 12 a several weeks or so ago.  Movie Maker 12 worked fine and I created several photographic slideshow movies.  Today, it stopped working and I get the explanation "Movie Maker can't start, etc.  Check to make sure minimum computer reqt's are met."  All minimum reqts' met or exceeded. I had at one time tried to upgrade/update the video driver but it never worked and I reverted to the baseline.  Here is what I get for DXDIAG:

I have this same problem:

Right Clicking on the icon for Windows Movie Maker and selecting "Windows 7 compatibility" Solved my problem.

I cannot imagine that my machine does not meet the minimum requirements.  Pretty POOR Microsoft...  Pretty poor indeed.

Mine doesn't do that..Although when I launch it, my courser indicates that it's loading...After a few seconds it stops loading with nothing popping up.
