Windows Update issue, getting code error: 80246008

cannot use windows update on windows 7. 32 bit. keep getting code error:80246008 ? cannot detect a system update readiness tool on my computer. ive ran SFS/SCANNOW  and its come up with nothing ? tried downloading the system update readiness tool in standalone and i get an update hotfix for windows hotfix KB947821, whick goes to initialising installation but does not install ? any suggestions please.... would be very much appreciated.... cheers

There is a configuration error with your BITS service.

Please COPY all the lines between the ++++++++ (but not the ++) and paste into a Notepad window.

Save the file as BITS.REG to your desktop.

Once saved, close Notepad.

right-click on the BITS.REG file you just saved, and select Merge from the options list.

You'll get a couple of warnings - accept them.

You should get a 'Success' message.

Reboot

now open an Elevated Command Prompt Window and COPY AND PASTE the following commands

NET START BITS

SC QC BITS

SC QUERYEX BITS

post the results.

    ok.... thanks for the link....i have now managed to uninstall it..... i did try perfect uninstaller before you sent the link but after all the scans they wanted me to put in a code number before i could delete all the files in tune up utilities 2012..... anyway.... it is now uninstalled .......

    tune up utilities 2012..... anyway.... it is now uninstalled .......

    still cannot access normal mode .... only safe mode and with networking .........

    Can we please clarify the history of operating system. As I have pieced together your computer came originally with an OEM version of Vista preinstalled by Toshiba. Subsequently you have installed a retail version of Windows 7 Ultimate.

    Did you install Windows 7 Ultimate or was it done for you?

    Is the retail version of Windows 7 Ultimate an upgrade or full version?

    You still have the Toshiba Vista Restore Partition. Is this correct?

    The computer is not dual booting Vista and Windows 7?

    hi.....no my qosmio toshiba came pre-installed with vista- but the day windows 7 was released i bought the windows 7 box , upgrade designed for windows vista. i popped it in myself and just followed instructions which was pretty easy.  i do not know if i have a vista restore partition ?   but on my D drive HDD2 is where i backed everything up ages ago. i am not sure if my computer is dual booting ?
