Let's get a little wayalong to the solution.

There is a configuration error with your BITS service.

Please COPY all the lines between the ++++++++ (but not the ++) and paste into a Notepad window.

Save the file as BITS.REG to your desktop.

Once saved, close Notepad.

right-click on the BITS.REG file you just saved, and select Merge from the options list.

You'll get a couple of warnings - accept them.

You should get a 'Success' message.

Reboot

now open an Elevated Command Prompt Window and COPY AND PASTE the following commands

NET START BITS

SC QC BITS

SC QUERYEX BITS

post the results.

A quick look shows a number of problems with services - I suspect that the system crashed at some point and used Last Known Good Configuration to recover, with the result that the registry is out-of-step with the actual system.

    The affected services are

    Net.Tcp Port Sharing Service

    Function Discovery Resource Publication

    HomeGroup Provider

TuneUp Utilities Service ( that one's actually a bonus - the program should be uninstalled completely)

    IPsec Policy Agent

    Function Discovery Resource Publication

    BFE

    Computer Browser

Some of these services are fairly common failure points - some are not.

Perhaps a reinstall would after all be a good idea.

Please read through the following tutorial, and see what you think.....

Please upload copies of your System and Application logs from your Event Viewer to your Sky Drive and post a link here.

To access the System log select Start, Control Panel, Administrative Tools, Event Viewer, from the list in the left side of the window select Windows Logs and System. Place the cursor on System, select Action from the Menu and Save All Events as and give the file a name. Do the same for the Applications log.

It is now the time to  create an additional user account with administrators rights. The additional user account to be used if for any reason you get locked out of the system.

I would aslso create a system restore point at this time.

Any computer designed for one operating system and upgraded to another invariably  can have problems. It not the upgrading of the operating system that creates the problems. It's the original third party drivers, BIOS and incompatible software that often are not updated either through the user not being aware that it is necessary or that more up to date software to suit the new operating system are not easily located.
