Windows Update issue, getting code error: 80246008

cannot use windows update on windows 7. 32 bit. keep getting code error:80246008 ? cannot detect a system update readiness tool on my computer. ive ran SFS/SCANNOW  and its come up with nothing ? tried downloading the system update readiness tool in standalone and i get an update hotfix for windows hotfix KB947821, whick goes to initialising installation but does not install ? any suggestions please.... would be very much appreciated.... cheers

Let's get a little wayalong to the solution.

There is a configuration error with your BITS service.

Please COPY all the lines between the ++++++++ (but not the ++) and paste into a Notepad window.

Save the file as BITS.REG to your desktop.

Once saved, close Notepad.

right-click on the BITS.REG file you just saved, and select Merge from the options list.

You'll get a couple of warnings - accept them.

You should get a 'Success' message.

Reboot

now open an Elevated Command Prompt Window and COPY AND PASTE the following commands

NET START BITS

SC QC BITS

SC QUERYEX BITS

post the results.

    Ok ... I clicked on that .... It took a minute ... Said that it couldn't find any problems . Prompted me to shut down or restart . Started up in normal mode AND no change ..... Runs to log on page ... I log on .... Gets to welcome page then   Goes  no  further !!!!!

    Right .... I've started again ..... I click repair my computer option .... Now , I have a box opened up in front of me . System recovery options . Use recovery tools that can help fix problems starting windows.select an operating system to repair . If your operating system isn't listed click on ' load drivers' and then install drivers for your hard disks .      Now what shows below in the box is ; windows 7. . Partition size 119235 mb. And location (D:) vista    ... I never used D drive at all . That is where all my backed up stuff goes to . When I click on ' load drivers'  and it promos me to insert the installation media for the device and click ok to select the driver ...... I click ok .... I click on computer . My drives appear but : my (c) vista drive is now (D) vista drive ..... My HDD2 (D) drive is now HDD2 (C) drive  ... My (F) drive where I have all my photos and music store  is now (E) drive    Plus there are 2 strange ones listed .... WinRe(F) and boot (X)  ... Below shows device with removable storage  which is cd drive (G) .... ???

    Are you able to log on to an administrator account in safe mode? If yes try creating a new user account.
