This will select the topmost search result, which will normally be Internet Explorer, and this is what happened in your case. If you simply type internet into the box, a number of results will appear, one of which - under Control Panel - will be Internet Options. That's the one to select. Please try again.

If you regularly visit 'dodgy' websites or use file-sharing applications, you probably need this level of protection and will have to accept the problems it causes. If you only do 'ordinary' things on the Internet and generally take care what you use your computer for, you would probably be better served with a lightweight anti-malware program like Microsoft Security Essentials coupled with an occasional virus scan using another effective program like MalwareBytes Anti-Malware (both of these are free for non-business users).
Sadly, the only way to find out whether Norton is indeed the culprit is to uninstall it completely using the removal tool available at the Symantec website and then conduct some tests without it. You should install alternative protection before doing so. If you really want to get to the bottom of your problems with Internet Explorer and Windows Live Mail, I think you're going to have to bite this bullet.
