The rtl120.bpl file has nothing to do with Microsoft Windows.

It is a Borland Precompiled Library file from a third party software vendor.

The rtl120.bpl file is from Embarcadero Technologies and gets installed on your system from third party software packages such as:

AVG  (their PC Analyzer component)

TuneUp Utilities

Advanced System Care  (ASC)

IOBit Malware Fighter Pro

For example, if you have Advanced System Care installed and the rtl120.bpl file that gets installed with it comes up missing, the message may look like this:

ASC.exe - Unable to Locate Component

This application has failed to start because rtl120.bpl was not found.  Re-installing the application may fix this problem.

There may be other third party applications that install the file, but if you don't provide the exact error message in it's entirety nobody is going to be able to help you.  And since the file has absolutely nothing to do with Microsoft Windows, maybe nobody in the Microsoft community will be able to help you without more information - like the complete error message and which if any of those third party applications (or those like it) you have installed.

If the system has been working okay and the file seems to now be missing for some reason, it was probably quarantined (effectively deleted) by your unspecified antivirus/antimalware software application(s).  Maybe you can find it as a quarantined file and unquarantine it.

With so little information provided, you can expect only theories and guesses about what the problem is and how to fix it.

If you have any of those kinds of third part applications, or applications where the product description includes such descriptive phrases as:

cleaner, mechanic, pit stop, detective, doctor, cure, optimize, inspector, clean up, tune up, speed up, fix up, compact, compress, faster, power, boost, booster, eraser, muncher. one click fix, instant fix, new, intuitive, mistakes, stops freezes, stops crashing, stops crashes, stops errors, improves, saves you money, risk free, guaranteed or any third party program that has an icon resembling a gear, cog, tool belt, wrench, spanner, screwdriver or swooping arrows?

You might have to uninstall and reinstall those applications (do what the error message says).

If you have that error and have any of those products installed, and reinstalling doesn't help, then you need to go to their support page for help since the file has nothing to do with Microsoft Windows.

You might be able to resolve the issue by simply uninstalling and reinstalling the afflicted product (do what the error message says).

    The Support Engineer "expert" who is engaged by Microsoft is sending you on one of theirwild goose chases.

    If you mean you are seeing a message like this:

    ASC.exe - Unable to Locate Component

    This application has failed to start because rtl120.bpl was not found.  Re-installing the application may fix this problem.

    The rtl120.bpl gets installed with Advanced System Care from IObit and is from Embarcadero Technologies, Inc. - it is not an XP file and has nothing to do with XP , so the Support Engineer "expert" who is engaged by Microsoft needs to get a clue and learn a little bit about how XP actually works and stop sending people on their wild goose chases with things to try that will never work.  The rtl120.bpl file may also be installed with other programs besides ASC.

    Support Engineer "experts" who are engaged by Microsoft might should someday learn that booting in Safe Mode or Clean Boot does not replace missing files.

    I have no idea how it might be related to anything Norton and I will never be installing Norton to find out.  If you did not delete the file, it was probably your Norton that deleted the file.

    Using Add/Remove Programs, you could uninstall and then download and reinstall your Advanced System Care and that should replace the missing file (I would decline the installation of any extra toolbars, etc.), or if the missing file is the only problem, you can download one from my SkyDrive.

    The file needs to go in the Advanced System Care folder which is usually here (assuming XP is installed on your C drive):

    C:\Program Files\IObit\Advanced System Care

    I uploaded a copy of the file you need to my SkyDrive (everybody has a SkyDrive for sharing files).

    You can download it and when you do, put a copy of the file in this folder (assuming Windows is installed on your C drive):

    C:\Program Files\IObit\Advanced System Care

    When you see the files available for download, you may not see the file extension (.exe, .dll, .cpl, .sys, .zip, etc.), but when you download them they will have the correct extension.

    When you download the file (especially if you use Internet Explorer), when you get a chance to save the file, your browser may not save the file with an extension (like .exe, .dll, .cpl, .sys, .zip, etc.) so you will have to manually add the proper extension to the file when you download the file before you save it.

    You can download the file with no extension and then rename the file to add the proper extension.  You don't want to try to use a file called rtl120 when the file name really needs to be called rtl120.bpl (if the downloaded file has no extension you will have to change the name of the file to add the proper extension to get it to work.

    You then need to put the downloaded files in the correct folders on your system.

    I cant install  AVG  P.C tune up. I get a message to abort installation and that the file is corrupted. I expect that since the program is from a reputable security software company that it is not corrupted.  Having been forced to abort in spite of my persistence to continue, I then get the message. Application failed due to non ability to connect to    rtl 120.bpl  get help and install.         I have just installed  Windows 7 two days ago at my local trusted computer repair/sales store.   Bill.

    the rtl120.bpl file on my system is malfunctioning or damaged. as a result my advance system care and my norton antivirus cannot load. i have windows 7 installed on my computer. is it compatible for reinstalling rtl 120.bpl and how can i do it
