I appreciate your efforts towards resolving the issue.

I would suggest you to try following steps and check if it helps.

a. Press Windows + X keys and click command prompt(admin).

b. Type the following command in command prompt and press Enter.

bcdedit /set loadoptions DDISABLE_INTEGRITY_CHECKS & bcdedit /set testsigning on

c. Close command prompt.

Turn off the check.

Hold the shift key while clicking on Restart

Select Troubleshoot > Advanced Options > Startup Settings > Restart

After Restart select option 7.

    Hi Amit...

    This probably WOULD HAVE worked. But my machine is a Wacom Cintiq Companion 2, which doesn't use a wired keyboard. I use a bluetooth keyboard. So at the very last step... after restarting, the menu comes up offering me a bunch of options to choose. But the keyboard isn't communicating with the device at this point. So there's no way of choosing number 7. 

    Darn.

    Thanks for the very clear instructions, though. (Maybe add the fact that you need to choose option 7 right at the end? Also, does one need to reverse the procedure when finished? Or does it reset to default on the next restart?)
