Windows 8 Start Screen and Apps Not Responding

I upgraded to Windows 8 Pro on its release date.  It had been working fine for me until yesterday (11/16/2012).  Suddenly, I can't get the Start screen to respond.  I'm unable to launch apps, access the Charms bar, etc.  By pressing WinKey + D multiple times, I am able to get the Desktop to load.  Once loaded, the Desktop seems OK though I can't access Charms from it either.  

I tried the Apps Troubleshooter from http://go.microsoft.com/fwlink/?LinkId=271185, but it didn't find any problems.  Also, my screen resolution is above 1024 x 768, my video driver is current (I checked for updates via Device Manager), I do NOT have UAC disabled, and I'm logged into my own account (which is linked to my Microsoft account).  Also, I do not have a 3rd party AV/security product installed, just Defender.

In Event Viewer, I do see repeated errors from Time Broker (listed as TimeBroker.exe or  svchost.exe_TimeBroker).  The error message reads, "The Time Broker service terminated unexpectedly."  That didn't seem to be a problem until yesterday, but I don't know what to do about it.

I would appreciate any suggestions or advice.k

    I've had the same problem few days ago,

    Fixed by going to safe mode, then uninstalled the Clock app (3rd party), and couple of others too.

    But my problem now, is that I can't start "ANY" weather app (3rd party or Microsoft's one), it just stuck at the load screen,

    Mail app can't send or receive any emails and it crashes if I selected "Sync",

    Calendar app is not showing any live actions, and sometimes in Desktop view, If I am in a window, and that window is selected, it automatically deselect the window "as if I pressed on another window" and select it back again, it happens within a second.

    My PC is updated to the latest.

    Ran the troubleshoot thing and it says display adapter is out of date, but it's not true.

    I hope Microsoft sort this out soon, cause I don't want to regret my purchase.

    I have the same problem after installing a few Windows 8 updates.  The solution that worked for me is to immediately go into the Desktop after Windows 8 loads.  Then, run the System Restore utility and restore the system to a date before the updates were installed.

    I am having this problem as well. Mine is a Samsung Series 7 Slate upgraded from Win 7 Pro, which had worked for 3 weeks on Win 8 Pro. In my case, when it does boot fully into Windows I cannot swipe in from the right edge. It's about 50/50 whether it loads the bar of charms but even if they load they cannot be clicked. 

    Right now I can't even boot into Windows. When I am presented with the picture login screen I can make the motions and have them acknowledged in the vector paths on the screen but it will not authenticate, and switching to a text keyboard will not load the on-screen keyboard. Using an external keyboard is not recognized either.

    This problem has rendered my laptop useless. Given that this is likely an MS app or MS update that has caused the problem, even if I could restore at this point I think the problem would just happen again. Is there an acknowledgement that this is an issue?

    I had similar problems to you, fixed mine by doing the following fixes. The first is a copy of what was sent to me from Praseetha K Nair. the second section is the additional things I did afterwards that helped finally sort it out. it appears that some display adapters are fussy about how they load. The other thing is get rid of any third party anti-virus, did this to a friends laptop and that solved his problem:-

    1. What happens when you open modern UI apps and Windows Store? Do you receive any error codes or messages?
    2. Which Antivirus software is installed on the system?
    3. Are you using a Microsoft account or Local account to login to Windows?
    4. Do you remember making any software or hardware changes on the system prior to the issue?

     

    Let’s try the following steps and check if it helps.

    Method 1:

    You may.

    You may try running the Windows UI troubleshooter and check for the issue.

    The troubleshooter automatically fixes some issues that might prevent your apps from running, including suboptimal screen resolution and incorrect security or account settings.

     

    Method 2:

    You may refer the article and try the steps provided to fix the issue.

    What to do if you have problems with an app

     

    Method 3:

    You may also try to temporarily disable the third party Security Software and firewalls and check what happens. If this resolves the issue, you may try check with the manufacturer of the Security Software for an update for the software.

    Note: Enable the security software back after checking for the issue.

     

    Method 4:

    You may try to clear the cache for the Store and check if it helps:

    a. Press the Windows key + R.

    b. Type WSReset.exe and hit enter.

    c. Reboot and give another shot.

    Ok this helped sort things out. The display adaptor drivers were out of date, this despite when checked through the device manager it came back as being up to date. You need to go onto the vendors website be it Intel, Nvidia or AMD and check yourself. Also worth checking your computer manufactures wed site for any Bios updates.

    The one thing I cannot stress enough though is to set a Restore Point before doing any updates, this way if anything goes wrong you can turn things back.

    In some ways I can understand why display drivers may effect the running of the App's but the Device Manager system and Automatic Updates SHOULD pick this up and update things for you.
