I tried all the fixes I could find, which are listed below: No Anti-virus programs installed yet - brand new Windows 7 ultimate installation There is no spyware - its a brand new clean install Firewall shut off Temp files, cookies, history cleared background intelligent transfer service set to automatic in services.msc software distribution folder renamed tried shutting off automatic updates and doing it manually Added windowsupdate to trust zone ran MicrosoftFixit50202 in normal and advanced mode Even with my internet SHUT OFF (turned off modem) it still checks for updates and doesn't fail with "No internet connection available". I want to thank the following person below! 1 million times.. i was having issues with my Toshiba Netbook I bought in 2011.. It has and keeping Windows & home for the unt.... I have Windows 10 on my larger laptop... I followed all the steps he stated below. and IT WORKED! :-) THANKS!! It took quite many hours, actually I started it in the morning , went to the beach here in Southwest Florida, Fort Myers area... and when i got home my Windows 7 little Toshiba Netbook.. was all good... I back it up to a Feb 2016 restore point and then turned off the "auto updates", set to manual... then did a standalone windows update.. it took many hours but this little Netbook is now all updated and it is awesome! I just waited 12+ hours after a clean install and installed all updates except KB3138612. if Windows 7 have troubles to find updates, causing high CPU or RAM usage with the process Svchost.exe, it is due that Windows Update was not able to update automatically the Windows Update Client. in this case, you need to download the update manually, this is the most recent version for now: https://support.microsoft.com/en-us/kb/3138612

Problem solved.

It was my internet connection!! I logged onto my neighbors via wireless unsecured (ssh... don't tell lol), and within 30 seconds, 77 updates came through!

It has to be something in my network.
