Hi BryanCZQ I was also having similar problem in my dell laptop windows 7 sp1. On searching the web for several hours what ultimately worked was using a tool for downloading updates and then installing it offline. The download link for the tool is Offline Windows Update Tool . I want to thank the following person below! Volume Z replied on May 5, 2016. 1 million times.. i was having issues with my Toshiba Netbook I bought in 2011.. It has and keeping Windows & home for the unt.... I have Windows 10 on my larger laptop... I followed all the steps he stated below. and IT WORKED! :-) THANKS!! It took quite many hours, actually I started it in the morning , went to the beach here in Southwest Florida, Fort Myers area... and when i got home my Windows 7 little Toshiba Netbook.. was all good... I back it up to a Feb 2016 restore point and then turned off the "auto updates", set to manual... then did a standalone windows update.. it took many hours but this little Netbook is now all updated and it is awesome! Problem solved.

It was my internet connection!! I logged onto my neighbors via wireless unsecured (ssh... don't tell lol), and within 30 seconds, 77 updates came through!

It has to be something in my network.
