Windows 7 Troubleshooter Error 0x8E5E0247

I am having problems with the Troubleshooter in Windows 7 64-bit .  Any time I try to use it to fix anything, I get the error message "An error occurred while troubleshooting:  A problem is preventing the troubleshooter from starting."   I rebooted in safe mode and the same error occurs.  It also always fails the same way trying to run  Program Compatibility.   Error message:

Package Id: PCWDiagnostic

Path:  c:\windows\diagnostics\system\PCW

Error Code:  0x8E5E0247

Any help would be appreciated.

I finally was able to solve this problem.  I found the answer on another forum and it solved the problem as well.

The error was caused by the Intel Rapid Storage Technology program that comes with my Toshiba laptop. 

I guess the old driver didn't like the new 640gb hard drive I installed.  Maybe it was only designed for up to 500gb (this is my old hard drive size that worked fine).

The Intel Rapid Storage Technology program was shown in the taskbar notifications with a yellow exclamation point.

As soon as I updated this driver to the latest from the Intel website, Windows Update and everything else worked.

Hope this helps everyone else having the same problem.

    Hi Gleen, i have the exact same issue, i updated from the 500GB to 1000GB, i have tried to update intel drives with the intel driver update utility 2.1 with no luck it scans and does not find any drivers. silly question but can you be more specific with updating th e driver, step by step for a dummy to computers.

    This fixed the problem for me, too.  I had updated the hard drive in my computer (HP workstation desktop) by cloning the hard drive.  But, the size of the hard drive changed, and I removed the RAID by reducing from 2 to just 1.  Altogether, it had the issue until I went and updated the IRRT.  When I installed the program, I did have to open it, and although I didn't make any changes to settings it was at that point that I noticed that a new driver being installed for the hard drive as well.  Now everything is back to working!
