Windows 7 Troubleshooter Error 0x8E5E0247

I am having problems with the Troubleshooter in Windows 7 64-bit .  Any time I try to use it to fix anything, I get the error message "An error occurred while troubleshooting:  A problem is preventing the troubleshooter from starting."   I rebooted in safe mode and the same error occurs.  It also always fails the same way trying to run  Program Compatibility.   Error message:

Package Id: PCWDiagnostic

Path:  c:\windows\diagnostics\system\PCW

Error Code:  0x8E5E0247

Any help would be appreciated.

I finally was able to solve this problem.  I found the answer on another forum and it solved the problem as well.

The error was caused by the Intel Rapid Storage Technology program that comes with my Toshiba laptop. 

I guess the old driver didn't like the new 640gb hard drive I installed.  Maybe it was only designed for up to 500gb (this is my old hard drive size that worked fine).

The Intel Rapid Storage Technology program was shown in the taskbar notifications with a yellow exclamation point.

As soon as I updated this driver to the latest from the Intel website, Windows Update and everything else worked.

Hope this helps everyone else having the same problem.

    There seems to be some sort of Myth out there that this will work.  Every time I tried this I get "System version is already greater than the version you are updating to." And it fails...

    I upgraded my disk drive after a crash and restored my new drive from an Acronis backup.  I'm going along fine but suddenly I'm having the same issue with the troubleshooter error 0x8E5E0247 as well.

    My system restore hung for 3 days trying to go back.

    My "Windows Update" takes forever to load and fails when I click the [Check for updates] button with the error "Windows Update cannot currently check for updates the service is not running.  You may need to restart your computer."  I looked at the services and it and all of the wuauserv.dll dependencies are "started".  

    So, I searched and found sfc.  When I run sfc I get: Windows Resource Protection found integrity violations. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log  So I run sfc from the command prompt pre boot with the same issue. I look in CBS.log at the [SR] entries and the only error is a tcpmon.ini error.

    So I found this article that suggests I run the Inel utility so I do.  But I have the same problem. I've even tried to refresh windows using the installation disk and it fails saying I already have the latest version of Windows 7 installed. I'm at the end of my rope.  Besides starting from scratch, what else can I try???

    Hi,

    Five years on and this has not been fixed by either of the two huge corporations involved, instead people need to roam around like homeless beggin for some food, pathetic!

    I write this and thank everyone who made the effort to solve it. Here is my take in case is of any use to anyone.

    My problem started with a Dell Studio XPS, HDD (500GB) about to blow, replaced it with 1TB, Computer worked but many things didn't, Windows update, troubleshooter, I couldn't download anything with IE etc, etc.

    I have tried just about everything suggested here, first what was suggested by the official Microsoft employee, the file checker worked but there were things it couldn't fix. Tried the FixIt link it run through but made no difference I even run several tools provided externally from this forum but most of them didn't work they just got stucked at some point I presume because of the same problem. Quite early on it was clear to me that the Intel matrix was being pointed as the culprit but despite all the attempts I wasn't able to update it. After many hours wasted I went to: control panel>programs and features>Intel matrix storage and uninstalled. That did it for me, while I haven't tested it thoroughly all the problems that were driving me insane seem to be gone and since I have no RAID on this computer I think I am not going to miss it at all.
