Windows 7 Troubleshooter Error 0x8E5E0247

I am having problems with the Troubleshooter in Windows 7 64-bit .  Any time I try to use it to fix anything, I get the error message "An error occurred while troubleshooting:  A problem is preventing the troubleshooter from starting."   I rebooted in safe mode and the same error occurs.  It also always fails the same way trying to run  Program Compatibility.   Error message:

Package Id: PCWDiagnostic

Path:  c:\windows\diagnostics\system\PCW

Error Code:  0x8E5E0247

Any help would be appreciated.

I finally was able to solve this problem.  I found the answer on another forum and it solved the problem as well.

The error was caused by the Intel Rapid Storage Technology program that comes with my Toshiba laptop. 

I guess the old driver didn't like the new 640gb hard drive I installed.  Maybe it was only designed for up to 500gb (this is my old hard drive size that worked fine).

The Intel Rapid Storage Technology program was shown in the taskbar notifications with a yellow exclamation point.

As soon as I updated this driver to the latest from the Intel website, Windows Update and everything else worked.

Hope this helps everyone else having the same problem.

    anndd... if you don't have a Toshiba laptop that runs the RST software and all you've done is buy a new Toshiba HD as your new Hard drive by recovering Windows on to it from a system image??!

    See my other comment, this is really weird and it might have been around for a while but its a new one for me!

    two practically identical Dell E4300 laptops, both had new Toshiba 320G drives installed

    and Win 7 64bit SP1 recovered on to them from System Images.. one now doesn't run Update or Troubleshooter, the other one is fine!!

    any help gratefully appreciated.. I've looked at loads of forums where folks have talked about re-booting in safe mode and running update from there (it won't) and checking that the service is running (when it says it can't check for updates because the service is not currently running - try restarting your computer - which doesn't do it!) and stopping and starting the service again.. all that jazz.. and nothing, no updates no troubleshooter..

    I agree with several other comments.. this is not impressive!!

    Almost!

    I've had this problem with Update not running and troubleshooter not running either since installing my Windows 7 on a new, larger Toshiba Hard drive.. except I'm not on a Toshiba laptop I'm on a Dell Lattitude..

    I recognised the 'Rapid storage technology' bit from the decription of the drive.. but the rapid storage technology program isn't running on my Dell.. to make it more weird, I installed two of these 320GB Tosh drives in two almost identical DEll E4300 laptops, both running 64bit Win 7 Pro SP1, and the other one is u=running Windows update just fine!!!

    So now I'm stuck again - any help appreciated

    I downloaded the driver, but received an error message stating that "This computer does not meet the minimum requirements for installing the software".  I Googled that error, and was referred to an Intel Graphics download, which, when I tried to install I received a "Your computer does not meet the minimum requirements for installing the software" message. 

    The user on that string also was unable to solve his problem.

    One would think that MS and/or Intel would address a problem in installing their own fixes that has lingered for so long.  Apple is starting to look good!

    This solved my issue on an hp recovery set.  Hours later after trying numerous techniques outlined here in the M.S. Forums and other places.  This worked. The Intel Rapid Storage Driver. oO Ty Ty.

    Other note is that nothing worked; Windows Defender, Update, Troubleshooter... still sfc would always say corrupted files unable to fix.

    Now we have bingo.

    I am amazed about how old this is and its still an issue. No Good.
