I am having problems with the Troubleshooter in Windows 7 64-bit .  Any time I try to use it to fix anything, I get the error message "An error occurred while troubleshooting:  A problem is preventing the troubleshooter from starting."   I rebooted in safe mode and the same error occurs.  It also always fails the same way trying to run  Program Compatibility.   Error message:

Package Id: PCWDiagnostic

Path:  c:\windows\diagnostics\system\PCW

Error Code:  0x8E5E0247

Any help would be appreciated.

I finally was able to solve this problem.  I found the answer on another forum and it solved the problem as well.

The error was caused by the Intel Rapid Storage Technology program that comes with my Toshiba laptop.

I guess the old driver didn't like the new 640gb hard drive I installed.  Maybe it was only designed for up to 500gb (this is my old hard drive size that worked fine).

The Intel Rapid Storage Technology program was shown in the taskbar notifications with a yellow exclamation point.

As soon as I updated this driver to the latest from the Intel website, Windows Update and everything else worked.

Hope this helps everyone else having the same problem.

After replacing a failing 250GB drive with a new 500GB drive Windows Update stopped working.  Spent many hours sifting through message boards and tried many different things suggested but none worked.  Then came upon this one about the Intel Rapid Storage Technolgy driver.  Remembered I had installed the Intel RST driver close to the the time I replaced the drive.  So, I rolled back the driver to the previous Standard AHCI 1.0 Serial ATA Controller and rebooted.  Windows Update started working.  I had installed the Intel RST driver trying to fix another problem with backups failing.  Hopefully that problem was fixed with the new hard drive and not the Intel RST driver.
