Just a heads up  but according  to a windows update error list I found the error code we've been seeing is this:

0x80240020 WU_E_NO_INTERACTIVE_USER Operation did not complete because there is no logged-on interactive user.

I do not know why this error is happening or how to solve it, but I thought I would pass along the info I found. It no longer affects me as I'm back to running windows 10 via the media creation tool.

I too am giving up on Windows update's "Upgrade to windows 10 pro" update, but not on Windows 10. back on july 30, the first time I went install win 10 I thought this problem was due to my spot in the upgrade queue not being up yet, so I used the media creation tool to upgrade. then my other OS ( I dual boot win 8.1 WMC) actually ate my windows 10 install. so I had to go back to my win7 backup I made right before I made the jump to win10. but the problem with the windows 7 upgrade to windows 10 update persists. So, after 12+ hours of aggravation, I will just do what I did before, use the media creation tool, and select the option 'Upgrade this PC now'. after looking at the Get Windows 10 App, I have come to the conclusion that the problem should be blamed on To$hiba (in my case), and not M$. The get win10 app says "were working with our partners to ensure that Windows 10 is ready for your particular PC...." Except this will never happen, because Toshiba has completely abandoned the P500 (that's what I have) series along with other models made around the same time. If your OEM has dropped support for your system (no more updates for PC), but it meets or exceeds the requirements for win10, I would suggest you use the media creation tool.

Did you try this:

Locate the registry key: **[**HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\OSUpgrade]

Create it if it doesn't exist. 

Check if it's there or create a new DWORD (32-bit) Value with Name = "AllowOSUpgrade” (without the quotes), and set the Value = 1

**( as decimal value)**click OK, it should look like this 0x00000001 (1).

I clicked "try again " in Windows Updates but you can do "wuauclt.exe/updatenow". "Upgrade is ready.." box kicked off immediately for me.

I also need to add that initially i removed all content in hidden folder C:\ $WINDOWS.~BT (not all files due to permissions but all i could).

It doesn't work for me. Tried more than 50 times. Still update is failed after popping up.
