somehow page moved to right, can't see over to the scroll bar. Tried to move screen over with left side arrow, it won't move far enough to show entire Widows page

With either Internet Explorer or Edge...
With only that window open, right-click on the Taskbar and Cascade windows. That should make the window smaller than the screen and entirely on screen. Stretch that window out to fill the screen (don't use the maximize button) then close it. Does it fill the screen next time you open that browser?
If that doesn't resolve the issue for you, which browser are you using on which version of Windows?
