System error "the program can't start because d3dx9_43.dll is missing from your computer

I try to install the game after installed the program can't start because d3dx_43.dll is missing from your computer so I dowload d3dx9.dll from internet but the program still can't start how do i fix it?

Which game are you trying to install?

Download and run the DirectX End-User Runtime Web Installer on your computer and then try to start the game.

I downloaded from that link and during installation it again displays like this, " A cabinet file necessary for installation cannot be trusted. Please verify the Cryptographic Services are enable and the cabinet file certificate is valid"...

what to do for this????

with assassins creed 2

my pc: 4 GB ram, 1 gb integrated intel graphics, win 8 runtime pro
