I try to install the game after installed the program can't start because d3dx_43.dll is missing from your computer so I dowload d3dx9.dll from internet but the program still can't start how do i fix it?

I clicked this link and it sent me to the Windows 10 downloader. Do I need to download this to get d3dx9_43.dll? I'm trying to play The Elder Scrolls Online and I'm having this same problem.
I have this same error - Win 10, AMD FX6300 8GB ram 2GB graphic card.
This link just takes me to win10 download - I already have that!! Need to fix DX????
