System error "the program can't start because d3dx9_43.dll is missing from your computer

I try to install the game after installed the program can't start because d3dx_43.dll is missing from your computer so I dowload d3dx9.dll from internet but the program still can't start how do i fix it?

Download and run the DirectX End-User Runtime Web Installer on your computer and then try to start the game.

    You can try to download from the following links and install the DirectX9 again. This will not affect the DX11 or DX12. It will install the additional components which are required by the program.

    I clicked the download link and it said i needed to upgrade to windows 10 and i already have windows 10 i scroll to the bottom and it tells me to download this tool wich upgrades me to windows 10 the game im trying to play is planetside 2
