System error "the program can't start because d3dx9_43.dll is missing from your computer

I try to install the game after installed the program can't start because d3dx_43.dll is missing from your computer so I dowload d3dx9.dll from internet but the program still can't start how do i fix it?

Which game are you trying to install?

Download and run the DirectX End-User Runtime Web Installer on your computer and then try to start the game.

    I follow this link and it says that the update to Windows 10 has ended. Well I'm already Windows 10 for a while now. Wanted to fix the .dll43 error. Tried to download DirectX but always get this error or System Error that directs me to Error.log but I can't run DirectX becasue 43 missing! Whats up with this?

    the link is trying to force me into an unwanted upgrade to windows 10. I want to keep windows 7 on my laptop.  is there a link for just the fix.
