Thanks, MowGreen.  I was able to get the owner and permissions reset to your suggestion.  Now, instead of the installer for kb982018 taking a few minutes to fail, it fails instantly.  I reset esent.dll in both the system32 and syswow64 directories.

There's a 'trick' to restore Ownership to TrustedInstaller because one needs to type in NT SERVICE\TrustedInstaller to revert Ownership, as shown in this tutorial -
