How do I reinstall WLDCore.dll?

i continue to receive pop up error message WLDCore.dll was not found, reinstalling the application may fix the problem.

    OK, now I am feeling very stupid, I have the same problem on my Windows 8.1 Toshiba laptop. 64-bit. everybody else  seems to have fixed this, but can someone please explain the mechanics of how to do this in a simple step by step explanation from start to finish? Please.
