It is definitely related to either the absence of Windows Live or a partially installed Windows Live Essentials. This is on Windows 10 on a laptop (upgraded from Windows 7 (x64) Ultimate.

I had to repair the Windows Essentials to install all items. I had previously installed only Movie Maker. The missing dll is in the complete install of Windows Essentials 2012.

    Many thanks for the fix.

Incidentally the path for x64 windows is **"c:\Program Files (x86)\ ..."**I suspect if you were to put this in the PATH variable (Advanced System Settings -> Environment Variables), it would do the same thing.
