A lot of people on this thread have reported that scrolling stops working, and attributed it to various correlated events, such as upgrading to a pre-release build of Windows 10. Some have said that they tried X, which seemed to fix the problem, but then the problem recurred.
As far as anyone here can tell, the problem of scrolling sporadically stopping until the mouse is powered off and then turned on and re-paired with the Surface Pro 3 again, is caused by a hardware defect, either caused by a design or manufacturing flaw.
Microsoft replaced my original mouse with a new one, and I have the same problem as before. This only seems to be a problem with the Surface Edition of the Arc Touch mouse.
It's interesting to read the reviews here:
One person ("csharper") reports the same problem as we have: "The scrolling is not dependable (it often doesn't scroll)." Another, "turkeyclub," writes: "Faulty since day 1 - started out fine with a weird quirk where it the scrolling pad would lock up and I would have to collapse it and reopen it for it to work again." User "surface73" says: "However, the wheel occasionally stops working intermittently. I have exchange this for another, but this also has an issue. I will be returning this for a refund." User "aaronclausen" writes: "Also the scroll thing freezes up sometimes and I have to completely turn off and then back on the mouse to get it working again." User jamie_rev says: "I like the mouse but the thumbwheel drops out. To get it going again I have to turn it off (flatten it) and back on. Very frustrating." Roughly 18.5% of the (thus far 81) reviews are 1-star. About 29.6% are 1- or 2-star reviews.
Others report that they love the mouse. Hopefully that means that it's working properly for them and won't stop working in the future, but it could also mean that their review was based on very early impressions. Their mice could have then failed, but they got frustrated and didn't post again.
Anecdotally, I can confirm that I have two Surface Edition Arc Touch mice that exhibit exactly the same problem: scrolling stops working, and the only way to get it back is to collapse (turn off) the mouse and turn it on again. No attempt to resolve this through software has worked, and I'm inclined to think that many people's impressions--including mine--that this is a hardware defect are valid.
I'm going to have to return my mouse for a completely different model.
