I know this is an old thread, however it looks like people are still having the same issue.
I just purchased this Arc Touch Mouse (USB, not Bluetooth) and have been trying to get the scroll to work all day.
At first, it didn't work at all. Then I discovered that turning it off and on worked.....for a minute. Same with tapping it, hard, with my finger or hitting it on my desk (yes, frustration got the best of me).
I had decided to return it to the store, but decided to try one last long shot and roll back the driver......and it worked.
I am working with a Lenovo Flex 2, running Windows 10 Pro.
In Device Manager, expand Mice and Other Pointing Devices
Double click the appropriate mouse
Under the Driver tab, click Roll Back Driver
I am now using the generic HID-compliant mouse driver version 10.0.15063.0
Scrolling is working fine for now. We will see if it continues to work.
