It was "Recommended" when I installed it - note the date of installation, as I pulled it from my update history, and there the updates are described with the same status, description, etc, as they were at the time of installation. I think Microsoft changed
the status later then.

My fault, see Andre.Ziegler's response above, as he is right, it's an update to the servicing stack, and handles any future updates. As far as I remember, same update for Vista (but with a different KB number) was released, and it was a pre-requiste to install
for example Internet Explorer 8, or the Platform Update. As for the SP1RC, same thing goes here - to installany next-version stuff, the servicing stack should be updated first. I mentioned SP1RC here to the purpose of an example.
