When I look at the table of file extensions I see a prticular program indicated, and that program is the program that starts up when I click on any shortcut. I see no way of changing that so that when I click on Internet Explorer, for example, Internet Explorer comes up instead of the wrong program.

I had the same problem. I solved it by downloading http://www.creativelement.com/powertools/ and then running the program (from the directory, as none of my shortcuts were working) "File Type Doctor". When I selected ".lnk" in the extension list it said in the Actions in the Right Click Menu:
"(user choice override)" in red ... and
"Open"
I then removed the "(user choice override)" and that was it. All the shortcuts were working again, just like they used to.

My problem is similar to your which is different from the others. All my exe's are affected and want to open adobe lightroom. It is not a problem with the links and creativelement power tools is of no use. Some one mentioned the run as command. That is the only way that I can get an exe to run.
