Desktop Icon Font Color - How do I change the font color of the text that describes desktop icons?

Thanks, I did try that before, however on my Windows 8.1 there is no option for "window color."  It has an option for "color" but when you click it it says that it is Only window border and taskbar color, and I've tried it several times and it is only that.  I have a screen print so you can see... I have been through everything on here with no luck....

If you figure it out, if there is such an option with this please let me know.  I have also changed the background many times to light and dark, and even with lighter ones, it is still white, and then really really difficult on my eyes and vision.

With all due respect to the developers at microsoft:

   I have an idea that would solve most of the users complaints that I have read here

in this thread. (This also this must have occurred to msft.)   Why not create a theme  that allows customization of the way icons are labelled, the saturation and color of fonts, the colors of components of web pages and programs  et al.   

   If anyone knows of  third party software solution ... please post and thank you in advance.

3D Objects = color 1 - h:160, S:0, L:181, red 192, green 192, blue 192

                        color 2 - hue 160, sat 0, lum 0, red 0, green 0, blue 0.

Active Title Bar = color 1 - h:160, s:240, l:120, red 0, green 0, blue 255.

                                 color 2 - h:0, s:240, l:120, red 255, green 0, blue 0.

Active Window Border = h:160, s:0, l:181, red 192, green 192, blue 192.

Application Background =  h=45, s:69, l:150, red 181, green 187, blue 132.

Disabled Item = h:0, s:240, l:60, red 128, green 0, blue 0.

Hyperlink = h:160, s:240, l:60/ Red:0, Green:0, Blue:128

From all the posts, I will assume it can not be done. But if someone was going to have a Windows 7 theme that allowed Icon display control by users, 

I have 2 icons that are similar in general appearance. One has the word -offline at the end of the name.

I wanted to make its font color red without changing any other icon. (To help decrease chance of picking the wrong icon to use)

I do not want to make any global changes that impact all icons, how about changing the font color for a single font only? How do you do that?  Ideal to me would be a font tab added to the properties for the icon.  Select what you need.....
